Some backstory:
There was once a team of crime-fighting vigilantes, who called themselves the Justice Squad, and all had some form of superpower. Except for one, the Gadgeteer named Rook. Fearing what might happen if the Justice Squad were to turn on the world, Rook set about quietly gaining more and more political power until he could declare all out war on Metahumans.
