That is indeed the Iron Skull! I was overjoyed to discover that he is one of the featured characters in “Stars and Stripes”.
So THAT’S where the Punisher’s gimmick comes from… “They always aim for the skull!”

So what you are telling me is that he is supposed to look like that? Enough so that his, um, unique look is consistent across titles?
That’s just not right.
@Bael: We’ve seen the Iron Skull in other Random Panels and yes he is supposed to look like that. If X-stacy hadn’t asked, I was going to ask the exact same question.

I think he’s just showing off his work. Not really the place for it, but it’s not a bad set.
