Making clothes to scale

Basically I’m having this problem where if I use any body out side of the standerd size I can’t get any items to fit. For example right now I’m trying to create Steel from DC comics, and I want to give him a brick style body, but none of the clothes (spandex, armor, gloves, ect) will fit no matter how much scaling I do. Anything will help.
