Dave is the last of the long line of the inhabitants of the lost city of Atlantis. He was unaware of his ancestry until he was visited one night by his great grandfather’s ghost and told of his destiny as a hero of mankind. With this vision he received the Staff Oceanus, a long pole with a glass globe on the end. In it is the last of the water contained within the Atlantean Vial of Eternity, which grants him amazing powers over man and sea. He is able to control the movement of water as well as the thoughts of other people’s minds.
