If you’re pertaining to proportions, i think it depends on the artist’s style. We are not doing perfect anatomical drawings here. This is comic art, so proportions may differ. A clear example is the style you’re working with, the manga and anime style. We all know that the eyes are not realistic in proportion to the face, but it gives the drawing it’s unique style.

Sometimes we do enlarge a certain body part to emphasize it.
