Caesar was a typical Chilean crook/thug/muscle with a long criminal rap sheet for a crime syndicate down in Chile. One day after collecting payments from local shopkeepers in a poorer section of Santiago, Caesar and his partners were ambushed by an anti-crimes task force unit. Caesar was soon the last criminal standing as all of his men had been gunned down. The anti-crimes police were not taking prisoners that day. Caesar almost made it out but the police shot an rocket at his getaway vehicle with him near it. Recovering in a local hospital discovering his arms and legs had been amputated from below his elbows and knees respectively Caesar was angry at the police for not killing him. Col Stanislav whisked him out of the hospital and analyzed his condition. Believing Caesar had the GorWol trait Stanislav experimented on Caesar trying to bring the trait to manifest. After enduring tremendous amounts of pain Caesars ergokinetics manifested. Stanislav created a special amour suit that is powered by Caesars bioenergy and provided Caesar with cybernetic appendages. Caesar took the name Bombard and left to create chaos for the Col, targeting banks and research facilities. This brought him into conflict with members of the American Watch which he has fought many times. Bombard is an ergokinetic. He can discharge powerful energy force bolts and focused lasers from his optical visor and his chest piece. He does not shoot energy beams from his hands, possibly due to the loss of his hands, nor can he fly, possibly due to the loss of his feet. His gauntlets allow him to focus energy blades from his wrists and use them in melee combat. Caesar is a criminal and has the typical traits and skills of a career criminal.
